I agree a terrible idea. The whole point of URL lnks and search engines is that the content in use is universally and freely available. Absolutely tighten up copyright laws for how non-search engine type of sites scrape in data (*glares at Google Play store*).
Sure, tax the ad revenue, purchase links and affiliate links that generate money for the blogs that use them -- but not the regular links even if going out to retail sites or contain copyrighted info.
You can't have it both ways -- publicly accessible URL addresses plus copyrighted URL addresses to tax.
