I've not had any luck with a complete book buying ban. I have had luck making myself not buy a new book until I read an already bought/downloaded one (DNF still acceptable; no use having a miserable read). Kind of like the shopaholics who make themselves get rid of an outfit in their closet before buying a new one.
I have had luck making myself "age" the impulse to buy by adding a new book to a shelf or a wishlist and then if still want weeks later ... although that fails when I finish a book in a series and just have to immediately start the next one.
I have had luck managing a book budget mostly just because that was all the budget I did have. I budget by always checking first if the library has an ebook borrow for a new book wanted, even if have to get on a huge waiting list. And with online browsing, can wishlist until budget permits purchase (sometimes because book goes on sale or free). I've been good at budgeting lately but I sure am burning through that love Apple ebook settlement credit now.
