It's always nice when book 2 of a trilogy is not all setup for book 3, but it doesn't always happen, does it?

Well, it's kind of hard for it not to in this case. The second and third books were never planned from the start and take place the better part of 2 decades after the event of the first. It's not a trilogy in the strictest sense of the word, it's more like a stand alone and then a duology.
Ah. That makes a bit more sense, then.
