I am still pretty new to the romantic suspense genre and I have to say I don't really like most of the covers in this genre, at least they don't make me curious and want to pick up the book. Ofcourse a good blurb can do that even if the cover is meh. And indeed the story is the most important thing. The swat outfits and guns don't really do anything for me either, but if the books are good that's the important thing!
I started reading romantic suspense, probably about three or four years ago and I always bought them as an e-book for shallow reasons--I didn't want to have to share the book cover with curious co-workers or friends or family because I didn't care for them. There have, so far, only been fairly few romantic suspense book cover illustrations I've liked and I might share them in the future.
For some reason, I just like this one and I still can't put my finger on why. lol It is entirely possible that it's just false love of cover due to love of the books. haha But yes, this is definitely a genre I don't judge by its cover since I've found many favorites simply by reading the blurbs or just taking a chance on the book itself.
