Born in Trowbridge in Wiltshire, England, Alan Bullock was educated at Bradford Grammar School and Wadham College, Oxford where he read classics and modern history. After graduating in 1938, he worked as a research assistant for Winston Churchill. During World War II, Bullock worked for the European Service of the British Broadcasting Corporation (BBC), returning to Oxford as a history fellow at New College. He was the censor of St Catherine's Society from 1952 until 1962 and then founding master of St Catherine's College, Oxford from 1962 until 1981.

Bullock was best known for his 1952 book "Hitler: A Study in Tyranny", the first comprehensive biography of Adolf Hitler and a work that dominated Hitler scholarship for many years. He also wrote a three-volume biography of the Labour Party statesman Ernest Bevin and a joint biography of Hitler and Joseph Stalin.
