In 1987, convicted murderer Arthur Shawcross was released on parole from prison, having served just 12 years of a 25-year sentence for murdering two young children. After being chased out of two neighbourhoods by concerned residents, he was eventually able to settle unsupervised into the town of Rochester. He would go on to commit 12 murders, selecting mainly prostitutes and even cannibalising some of the body parts after killing them.
