It's not so much a historical fiction or history, but a book about a good woman (Octavia) and a bad woman (Cleopatra) with a dose of "young girls should be like Octavia" thrown in. If you like Cleopatra, this isn't an enjoyable book, unless you are looking at propaganda and how long it lasts.
