Li Mei is an agent of the Chinese Ministry of State Security, Second Bureau, (Chinese CIA) sent to Seattle, USA, to locate the most dangerous of the Chinese Triads, and more specifically, to abduct a Triad killer and return him to Shanghai for trial. While in Seattle she meets FBI agent, Sean McNamara. Without prior notice, Li Mei is reassigned to Barbados to investigate an American general travelling on a phony passport where she once again crosses paths with McNamara who is on the island investigating a drug shipment. Both Li Mei and McNamara discover an international conspiracy that could bring their countries to the brink of war. Both realize their lives are at risk as assassins arrive on the island to stop their investigation. Meanwhile the dreaded Mei Hua, the most powerful of the Chinese Triads, is present on the island for reasons yet to be discovered.
