Dr. Kessler has 33 years of college teaching experience both as a full-time associate professor and an adjunct instructor. He has demonstrated substantial versatility by teaching classes in public administration, business administration, management and leadership, information systems management, and software engineering. In addition to teaching and writing, Dr. Kessler has many years of practical experience as a manager, leader, and information systems management specialist. He has over thirty years of management and analytical experience with the Board of Governors of the Federal Reserve System, Maryland State Judiciary, and Baltimore City Government. His frequent interaction with Federal Reserve and other senior government officials provided a unique perspective on the dramatic changes sweeping the public and private sectors. Dr. Kessler has been at the forefront of innovative public sector management practices including strategic management, integration of budget and performance, program evaluation, and other contemporary subjects. He is co-author of two books: "Business of Government: Strategy, Implementation, and Results" and "Federal IT Capital Planning and Investment Control" and presented at professional conferences and seminars.In recent years Dr. Kessler assisted a wide range of public and private sector organizations with their leadership, organizational design, strategic planning and budget and performance integration initiatives. They include: U.S. Departments of Labor, Justice, Treasury, and Commerce, Appalachian Regional Commission, Farm Credit Administration, Financial Crimes Information Network (FinCEN), Federal Law Enforcement Training Center (FLETC), Commodities Futures Trading Commission, and many others. He was a member of the Mercatus Center annual performance report scoring team for several years and provided planning and budgeting training for the National Academy of Public Administration (NAPA).
