Fifteen years after a harrowing event caused mankind to Turn on each other, one community has released it's first wave of citizens into the world. Called Shepherds, these men and women search for other survivor groups. Their goal: re-unite what is left of humanity by connecting the remaining communities and restore a sense of purpose, order and justice.

Tom DuPuis is one of these Shepherds. In old New Hampshire, he finds a group of wayward souls in desperate need of help. But once he offers aid, he is reminded that where people are concerned, appearances can be deceiving. He will find his capacity for mercy stretched nearly as far as his ability to mete out judgment.
