Between early 1988 and late 1989, eleven women were strangled to death, mostly in Monroe County in New York State, with most of their bodies were found along the Genesee River, a tributary of Lake Ontario near the Canadian border. The media immediately christened the perpetrator the Genesee River Killer, the Monster of the Rivers, and the Rochester Strangler.
The man responsible for these gruesome acts was Arthur J. Shawcross, and his arrest would shock the nation. It wasn’t just because of who he was and what he did, however. It was also because of what law enforcement officials already knew about him and what they let him get away with.
Shawcross was a convicted rapist and killer who had served time in jail for the sexual assault and murder of two children. Despite this, he was let out early due to good behavior.
