Well done story. I do have one big complaint with it - it's pre-Flashpoint, so it's got the old Damien Wayne, who is an obnoxious prat.

A guy in a steampunk diving suit is blowing up buildings and bridges in Gotham City. Very nice art from Trevor McCarthy, particularly the flashback sequences of Gotham in the 1880's.
