The first book club read will start with TOR's July 2017 book (watch http://ebookclub.tor.com ).

Your book does not have to be downloaded via that link. Read (or listen to) whatever edition you have.

No rules (beyond booklikes guidelines) except that posts about or encouraging piracy or disrespecting author copyrights will be removed.
I checked — July's free ebook not up yet. If you got last month's Old Man's War by John Scalzi, there's book club read of it this month if still unread at http://booklikes.com/thread/2886/2017-07-01-2017-07-31-old-man-s-war-john-scalzi.
I doubt a new one will be out before mid month.

It has been. But seems like gets shorter.
I think it's just because we have to wait so long for it.
Kushiel's Dart is the July 2017 freebie.

This group just started and hasn't read or decided on anything yet.

Should we start the read when TOR makes book available?

Would it work better, if TOR is going to announce roughly mid-month, to start the group read the next month giving everyone time to get the book and adjust planned reading (so that this one should be for the month of August and mid-August we'd know the next book)? I can edit the start date.
While we're deciding, I went ahead and changed the end date of Kushiel's Dart to extend to August 31.

Join in the current read whenever you feel like it. By the time August's free ebook is announced, maybe everyone will have weighed in on whether the group read should start that same day or the first of the next month. (Again, assuming TOR is announcing the free ebook mid-month.)
I'm not sure whether it would best but as I said in my comment on your post, starting the read in August (again assuming Tor continues the mid-month thing) might get more people on board. So far I haven't read any of Tor's offerings as they've come out, so it may be a way to get even me joining in.

So far, you see, I've already read many of the books offered. I've downloaded them anyway because some of them I really liked and may want to reread at some point. I've already read Kushiel's Dart so I'm on the fence about rereading it. I did quite like it though. I'm curious to see what you think of it, Debbie.
So, looks like TOR has put the ebook club on hold until 2018 when a new one is being introduced. At https://ebookclub.tor.com they say:

July 2017 concludes the first year of the Tor.com Ebook Club. Thanks for subscribing and downloading! We'll be taking a break to gear up for the club's second year, kicking off in 2018.

I'll open the next books to voting in the meantime in case anyone wants to start a buddy read of a past freebie?

Or really nominate anything else that is or could have been a TOR publication (meaning science fiction, fantasy, speculative fiction ...) between now and whatever TOR does in 2018.
